中国政府利用科技加强社会控制与治理的野心已经图穷匕现。随着相关科技日趋成熟，以及中国政府的人权侵犯在习近平时代变本加厉，美国乃大声疾呼抵制 “科技威权主义”崛起。美国并把自己和盟邦的科技描绘为民主的替代选项。真是如此吗？
在线上，中国政府利用国家防火墙阻止人民连结无数境外网站的做法，人尽皆知。通过强制与诱因的交互运用，中国当局迫使国内各大互联网企业结合人力与人工智能对网上言论实行效率空前的审查。网民们再怎么努力 “翻墙”，或利用谐音、图像等各种创意手法贴出敏感讯息，也赢不了这场实力悬殊的军备竞赛。
在线下和物理空间中，中国公安部已经花了将近二十年时间，在全国范围内建起层层叠叠、犬牙交错的大规模监控机器，将全民纳入日益严密的天罗地网。中国政府发给公民每人一张身分证，许多公共和私人服务都必须凭身分证号码才能获取。借着这种“实名制”规定，公安机关可以收集到与身分证连结的海量个人资料，汇集成各种数据库。在此同时，中国政府还在全国各角落装设闭路监视器。在私营企业（部分具有国家或军方背景）的人工智能技术协助之下，有关当局可以从公共场所的监控录像中自动撷取有用资讯。
